argv[argc] needs to be 0 for obvious reasons.
argv[-1] may conflict with existing UNIX systems.
If you want an unmolested command line, why not just escape any funny
characters (you could quote the args)? It runs counter to the general
UNIX philosophy to add on features of this sort when there is already
a suitable mechanism on hand.
You might also consider customizing a shell with a switch like
"set nointerp" to turn off glob-style interpretation ...
