This was announced at the USENIX conference in Santa Monica.
I'm reiterrating it here for those that weren't able to attend.
If your site has a 4.1bsd license and needs either a TU78 or
UDA50 device driver, you can obtain, free of charge, a copy
of the necessary software. In order to obtain this stuff
you must send Jeri Kotani a signed purchase order which lists
the hardware (please include a note indicating you want only
the new software).
What you will receive is a dump of the 4.1bsd root file system
which contains the new device drivers and related code (e.g.
autoconf.c, mba.c, etc.).
Please note that you must be a 4.1 site and *must* send a signed
purchase order to get the tape (we are requiring a site prove they
have the hardware because the tape is being sent for free). People
who want the software otherwise must purchase a new distribution.
The drivers are included in all tapes which have been shipped
since the USENIX conference.
