uucp and links

In the file chkpth.c for uucp (and uucico) there is a routine named
chklnk that checks to see if there is more than one link to a file; if
there is more than one link, then the copy is denied. Does anyone out
there have any idea why this is enforced??? It seems to me that it
shouldn't matter how many links a file has, just as long as the user can
access the file in whatever manner he has requested. After all, if a user
wants to copy a file from his machine to another machine and does the
uucp from his machine, he can always copy the file to another file if the
original file does have more than one link.
