add me to the lists

Why do (apparently-)ARPA  "add me to the list" requests" keep showing up
in various  news  groups?  What's going on, are leaky  gateways  turning
letters  into  articles?  Surely the authors  don't intend to  broadcast
their  requests!!  (This is posted in  frustration,  'cause I don't know
how else to reach all dem  ARPAnauts, and the question is rhetorical, so
don't bother to reply.)
