One good reason to allow all those "useless" characters in filenames
is that they are not useless to everyone.  Suppose that you wanted
to support an international character set, wouldn't you just love
to gobble up those top 128 characters to do just that?
I admit that the shells make a mess of the parity bit to flag quoting,
but that doesn't mean that that BUG should force you to give up 128
useful characters.
It is true that US only systems often have trouble with unexpected
characters, but that doesn't mean that they couldn't be put to good
use.
