SIGTSTP & windows

I've got a set of fixes to my window library for handling SIGTSTP
correctly from ``sh''-invoked programs.  I'll either send it to
individual requestors or (if I get enough requests) to net.sources.
It will also be in the next set of bug fixes (if any; I haven't
gotten any bug reports recently (amazing!)).
