How can I use both TU78's

I have a VAX 780 with 2 TU78s, and I can only get tape 0 to respond.
The hardware is ok (works under USG); but BSD won't believe drive 1
exists.  My config file has the following entries:

master	mt0	at mba? drive?
tape	mu0	at mt0 slave 0
tape	mu1	at mt0 slave 1

I created all the appropriate devices.  Why won't drive 1 work?
