passworrd security

Our passwd(1)  refuses passwords less than 6 characters, or all numbers, or
related to the account name, or the real name, or words in the SPELL
online dictionary. This seems to be about the practical limit. It
makes changing the password pretty slow (dictionary search), but how often
is it done anyway.
