Wanted: a version of 'make' that uses a MAKEPATH

I'm looking for a version of the make command that will
use a MAKEPATH environment variable (or something like it)
that gives a list of directories to be searched for
target files needed by make in place of always looking
in the current directory.

Has anyone done this?
