unremovable files - need better answers

NO, NO, NO, NO, NO!

The file in question was definitly not running at the time. This
problem has also occured with non-executable files -- data files!
The problem is that something causes the filesystem to get messed
up making that file unrecognizable to certain parts of the system.
What I need to know is: what is the nature of this corruption,
why does it happen, and how can it be corrected?
