System V tty/line discipline quandry

(sigh)
Can anyone out there enlighten me as to the true nature of the
"high priority queue" in tt0.c?  It seems bound up in the (largely
undocumented) virtual terminal code and with escape sequences outbound
to the vt, but I don't see what it is intended to accomplish.
