FTP between IBM-370 and Unix 4.2 BSD systems

In tests of the file transfer process (FTP) between the LSSA PCM (IBM-370
MVS system) and HQAMC's VAX and Pyramid (both Unix 4.2 BSD), it has been
possible to transfer files from the Unix systems to the PCM and back again.
This only works when the FTP is initiated from either of the Unix hosts.
I have been unable, however, to initiate file transfers from the PCM to the
Unix systems.  Both PCM and Unix files are found and opened, but the data
transfer does not take place at all.  After much research and discussions with
a few people, it has been determined that the lack of implementation of the
PASV (passive) command on the Unix systems is the (apparent) cause of this.

The IBM FTP implementation is a two-server system.  That is, the user logs on
to both hosts, the one he is working from and the remote host.  This system
issues the PASV command to the remote host prior to a data transfer.  However,
the Unix systems are single-server implementations.  From them, it is only
necessary to log on to the remote host and no PASV command is used.

Does anyone have any experience with FTP between IBM and Unix hosts?  Or does
anyone have an FTP with PASV implemented on Unix?  We will appreciate any
advice, suggestions, clues - anything we can get!
