X.25 protocols for UNIX

This seems to be a perennial question, but I am forced by necessity to ask it
myself. Has anyone out there actually implemented X.25 in a UNIX system
to allow process-level creation of virtual circuits, as well as PAD X.29
("telnet") support?
I am aware of the special cards such as ISC's INCard and the ACC X.25
products--I am not too interested in these. I have read of X.25 support
within UNIX System V (in face we even got their include files with the
release) but I understood that this only supported permanent virtual
circuits, and anyway, has not yet been released outside of AT&T. Please
correct me if I'm wrong.
I remember back in July 83 at the Toronto USENIX meeting that a fellow at
Univ. of British Columbia was implementing X.25 under 4.2BSD (which is
exactly what I want--a AF_CCITT domain, if you will.) Anyone know about
this?
