RFC 896 Now Available

A new Request for Comments is now available from the Network Information
Center in the <RFC> directory at SRI-NIC.

   This memo discusses some aspects of congestion control in IP/TCP 
   Internetworks.  It is intended to stimulate thought and further 
   discussion of this topic.  While some specific suggestions are made 
   for improved congestion control implementation, this memo does not 
   specify any standards.

Public access files may be copied from the <RFC> directory at SRI-NIC 
via FTP with username ANONYMOUS and password GUEST.

Submissions for Requests for Comments should be sent to POSTEL at USC-ISIF.
