umask randomly set to 111 on 4.1BSD VAX 780

Random login sessions are finding their umasks set to 111.
(Not all sessions for the affected users.)
Our system level CMASK is 077.
It is not a user-program doing it, since one case consisted
merely of logging in and typing "umask".  The .login and .cshrc
made no mention of umask.  
Oh -should've mentioned that all known sessions are running csh
as login shell.
Any ideas on what the problem is?
Any ideas on what I can look at?  I have a core file from terminated,
umkas=111 session, but don't know what to do with it...
