problem with sendmail

Sorry if this may have been posted more than once...

I have been having a huge amount of trouble with sendmail these days...
The difficulty seems to be with the TCP mailer part of the system (we
are on the Internet). The following entry for syslog indicates the problem
we have been having.  Does anyone out there have any idea why we constantly
have trouble connecting to Berkeley, and what the 'Bad file number' message
is all about?

SYSLOG entry:

Sep 20 08:55:52 mit-hermes.arpa: 3248 sendmail: decwrl!dec-rhea!dec-regina!lesnick at berkeley... reply: read error
Sep 20 08:55:57 mit-hermes.arpa: 3248 sendmail: AA03237: to=decwrl!dec-rhea!dec-regina!lesnick at berkeley, delay=00:01:30, stat=Deferred: Bad file number
