4.2 scheduler (and CPU utilization)

It is, however, true that many of the 4.2BSD kernel
"efficiency" hacks win only if CPU cycles are cheap
and the system is fairly large.  On smaller systems,
good old Thompson & Ritchie UNIX may run better.
