time() function for PCDOS

Inovations C Compiler. I have almost completed it except that I have
run into a problem trying to design a C routine that would be the
equivalent of Unix's time() function. I have the following information
available to me:
year from 1980, month, day, hour and seconds
I need to devise from this a 32 bit long integer equivalent to
time(). If anyone knows of the algorithm to do this, or better yet
has written a routine for this, please forward it to me.
