vtroff fonts

I'm having problems using vtroff with fonts other than Hershey.  In
particular, I'd like to use times, but vtroff doesn't seem to know
about ligatures for this font, and fl, fi, ffl all disappear.

I'm using this in a form like
	tbl file | vtroff -F times -ms
in case it makes a difference.  What am I doing wrong?
