RATP (RFC.916) implementation info wanted

I have had the devil's own time posting this article, if you
have seen it before, my apologies.

I would like any information on ANY RATP (Reliable Asynchronous Transfer
Protocol - RFC.916) implementations out in net.land.   I am interested
in a user level interface for now, perhaps like stdio, but will be looking 
into implementing RATP as a tty line discipline in the future.
