11/750 (4.2bsd) --> 3B20 (Sys 5) uucp problem: Handshake fails.

I'm trying to set up a uucp link between my Vax-11/750 running 4.2
and a 3B20 system running Sys5. I can dial in to the other system and log
on, but the uucp handshake fails, as shown below. Stuff in [brackets] are
my comments added later.

The line in our L.sys file for dw3b20 is shown below. It is our
"standard" L.sys line; I machine-copied it from a known working L.sys line
and just changed the phone number, system name, etc.

The first thing that spooks me is the "=9" showing up when looking
for the "login: " message. The first digit of dw3b20's phone number is a
'9'. The '=', of course, is the "wait for second dial-tone signal". Is it
possible that uucico is somehow getting confused and thinking part of the
phone number is something else?
Anyway, it seems to log in OK because we get the Shere message
(I've logged in manually, and that works fine as well), but then the
handshake fails. At this point, I have no idea what's going on. We talk
to an assortment of machines, some 4.2, some Sys5, some PC's running uucp
simulations, and I've never seen this error message before. Can somebody
tell me what's going on (i.e. what I've done wrong).
