Repartitioning Disks

I have two disks on my Vax785: a RA60 (removable) and a RA81 (non-removable).

There are 3 filesystems on the RA60 (a,g, & h) plus a swap area (b) and 5
filesystems on the RA81 (a,d,e,f, & h) plus a swap area (b).

Question #1:

        Are these numbers fixed?  May I put more (less) filesystems on
        the disks?  If so is there an upper (lower) limit?

Question #2:

        How do I go about changing the sizes of the filesystems?  Are there
        any filesystems which must be kept the same size (e.g. /, swap, etc.)?
        Do I use diskpart(8) to do this and, if so, how do I enter the new
        partitions?

Question #3:

        How does the partitioning affect the efficiency of accessing the disk?
        Are there better and worse partitions?  What sort of things should I be
        careful to (not) do?
