Question about 4.2 routed

Why do non-internetwork routers respond to REQUEST packets?
Also, I am seeing a problem a route to a network will get into the
table as a gateway even though there is an interface to the local
route. To better explain this, here is an example netstat -r.
(This is from machine "192.15.1.95")
Destination Gateway Flags Reference Use Interface
Count
default 192.15.1.25 UG 0 0 il0
192.15.1.0 192.15.1.25 UG 0 0 il0
loopback-net localhost U 0 1231 lo0
192.15.1.0 192.15.1.95 U 1 3954 il0
Note that there are two routes to 192.15.1, one is a gateway, 192.15.1.25,
and the other is an interface, 192.15.1.95.
How can this happen? Has anyone seen this happen? How can I prevent
it from happening?
Please respond via mail. If there is enough interest, I will summarize
to the net.
Thanks in advance
