Problem with networking kernel

I am having problems getting a MTXINU 4.3 networking kernel working completely
on a VAX 11/750 with a DELUA. I am using the patched DEUNA driver for the
DELUA.
It seems that the VAX can receive packets but it can't transmit packets.
I am able to do a ruptime/rwho and see the other machines on the net.
When other machines ftp/telnet to the VAX, the ftp/telnet fails on the
open command with "ftp:connect: Connection timed out". When I do a netstat
while another machine is trying to connect, I get:

tcp 0 0 bradley.ingreslo *.* LISTEN
Ping doesn't work from the VAX to any of the hosts. There are no entries
in the arp table. Also note, that all the other machines on the net are
running 4.2 TCP/IP based code.
The only error messages that I get are from ifconfig.
After the initial ifconfig in rc.local, I always get the following error
message.
ifconfig de0: (note broadcast is set to 0, because other machines are using
4.2 based code, same for NOTRAILERS )

I have had the DELUA board swapped with another and everything still doesn't
work...
Any ideas?
