REXX

Does anyone know if there has been an implementation of REXX for UNIX?

If not, does anyone know what, if any, permissions would be required
from IBM to implement such a beast? I am asking because many users find
the various UNIX shells rather cryptic. Also, theye seem to be less
rigorously defined than REXX.
