STREAMS splstr()

I see in streams.h for the 3b2 that splstr() is at spltty().  Does
this mask out calls to timeout() routines?  If not, then what is the
appropriate level for a critical section of code that a timer routine
modifies?

I know this is RTFM, but I don't have the $200 set of device driver
guides.
