OSF and preemptive kernel

I read somewhere that OSF is going to have a preemptive kernel. Is
this true, or just vaporware? If so, who's work is it based on, Lynx
or someone else?
If you know of some reading on this subject, let me know. I had our
librarian do a seach and came up empty, so I must not be looking in
the right places.
