Setting numlock et.al. on & off

I've been digging around a bit, but I can't find a way to set the
NumLock on or off (besides pressing it :-). I would like to be able
to set this from within a program (e.g. to turn NumLock on at boot
time, as is the case in DOS; people expect this :-(

I'm sure there is some ioctl to do this. However, I can't really
make sense of everything in /usr/include/sys. Is there somewhere
where this type of thing is documented?
