PC AT won't drop DTR under xenix

I'm having a problem getting my system to drop dtr on the modem line.
Up until now, it hasn't really been a problem as I could just turn it
off and then back on, but now I'm trying to get uucp up so I don't
want the thing to not disconnect after doing a long distance transfer.
If I boot up with DOS, dtr drops fine after using any of the communication
programs. But when I boot xenix, the first time I access the modem, dtr
goes high and stays there forever. ckermit will drop dtr temporarally
after disconnecting from a call, but as soon as I exit ckermit, it goes
high again. Does anyone have any ideas for me on this? I'm booting
both OS's on the same PC AT, so I don't see how it could be hardware
that's causing the problem. I also have the modem configured to NOT force
dtr.
PLEASE HELP!!!
