vt52/100 emulator at xenix console

I am running xenix 2.3.1. I have a DEC PDP/11-70 connected
to one of the xenix serial ports.  I'd like to be able to
connect to the 11/70 while sitting at the xenix console.
I seem to have no trouble using cu, EXCEPT that the software
on the 11/70 requires a vt52.  But I don't know any way
to make the xenix console emulate a vt52.  Setting
TERM=vt52 doesn't seem to work.  (And anyway, that wouldn't
provide for function-key emulation.)  Does anyone know of
a vt52/vt100 emulator that will allow me to use the xenix
console for a remote login to a machine that requires
vt52 emulation?  Thanks much for any help or advice!
