XENIX-286 2.2.1 /etc/rc Question

Two questions:
1) I currently have my time zone variable set to
TZ='EST05:00:00EDT04:00:00;M4.1.0/02:00:00,M10.5.0/02:00:00'
as suggested in environ(M). I have heard that Congress
moved the days around recently. Could someone tell me
what the new daylight savings times are or give me a
new TZ value?
2) Could someone please tell me what /dev/recover is for?
There are two lines in /etc/rc that say
tr < /dev/recover > /etc/bootlog
echo "\000\c" | dd of=/dev/recover bs=10k conv=sync 2> /dev/null
and I am at a loss to understand why they are there.
