QIC driver error message

We often get the message

ct: system too busy for efficient tape usage

when trying to write a cartridge tape.  Sometimes it writes the
tape anyway, but mostly it errors out.  What causes the message?
We will have users log out, etc., but it usually doesn't do anything
for awhile.  We have 4 MB of memory and typically 3-4 users.  Suggestions
would be greatly appreciated.
