ungetty fails

Something happened in my SCO Xenix 2.2 system that I can't track
down. Until it happened for causues unknown, I could invoke
uucico on tty2A while the line was enabled and ungetty would
act and uucico would send the dialer string into the modem. All
this I could monitor with the -x9 switch on.
But unaccountably, if tty2A line was enabled, the uucico routine
would hang at the ungetty call, sit there until timing out,
then say the line was in use and quit.
If I disabled the line it would pass through ungetty and send
the strings immediately.
Works the same way on any line. I replaced the ungetty from a
good copy, and recompiled the dialerHA24, but the problem
persists.
Where should I be looking? Or what other system file might
be corrupted, or with wrong permissions?
