Using UUCP under a BBS system???

XBBS will allow you to do this, up to a point.  You can allow your users
access to the shell, at which point they have access to the mail
facility.  However, if you want them to be able to receive mail you will
have to either give them login accounts, or start hacking with the
mailer.
