Codex 2264 Modem setup XENIX

I am having difficulty in setting up a pair of Codex 2264 modems. 

Using the factory default settings on both ends (Option set 1), I show
CONNECT 2400 on the login, but doing a stty on the port I get 9600. The local
Codex attached to a Wyse 60 terminal says "DATA 9600", but it certainly
doesn't feel like 9600. Since I am using a terminal, I am not aware of a   
reasonable test of speed with a file transfer.
The computer end is a Compaq 386 with an Equinox card with the port set at
9600 with ttys/gettydefs. 

I feel like a NCAA all-star (NO CLUE AT ALL)
