Wanted: pgm to read ANSI Std. Format D tape

I am looking for a program to read a tape that was written
in the ANSI standard - Format D. (Variable length records,
length fields at the beginning of each record, line terminators
stripped. The tape is ASCII. (ANSI standard X3.27 1978).
