George,
I've heard a rumor that INGRESS, a relational system from Berkeley, is 
in the public domain.  Local people that may know are  Randy at amsaa 
or Howard at brl.
Another alternative is CProlog, which is running locally on BRL-VGR.  
We could prossibly put it onto a VAX near you.  In addition to being 
a programming language, Prolog is a relational database query 
language.  You need a VAX for both INGRESS and CProlog.
