csh and time

  Here is an interesting behaviour from csh:

	time echo foo

uses the csh builtin 'time', but

	time echo foo &

uses /bin/time.  Any ideas as to why this happens?  Is it
a bug or a feature?

This was tried on two 68k systems.  I haven't had a chance at
a VAX yet.
