CCA Emacs and VT131 terminals

Although the new CCA Emacs for 4.2 comes distributed using terminfo, you
can remake it to use termcap.  I found it easier to do that than figure
out how to add a terminal type to terminfo.  I don't know if that's an
option at your site, I had sources available.  You'd probably rather
avoid use xon/xoff flow control if you can, since you'll lose ^S and ^Q
as Emacs commands.
