How to output a FF with nroff

I'm trying to use nroff to produce an output file with a FF (^L) as
the page break, not a series of blank lines. I have experimented with
a number of different terminal specifications using the -T option
to nroff, but haven't been able to find one that works.

I would appreciate any suggestions; I haven't been able to get help
locally.  Please respond directly; I'm not on this list.
