Looking for scheduling software

I am looking for a canned software package that will do shift
scheduling. My department is the technical support department
of about 100 people. Each week, our administrative staff labors
over hand-scheduling these people to cover 12 hours of telephone
time per day. I would like to find some software package to
automate this process. What I am looking for is something I can
feed all the parameters into (such as number of people for each
hour, product specialties, lunch breaks, outside meetings, etc.),
and have it spew forth one or more possible schedules.
Does anyone know of any off-the-shelf software that will do this?
Any info or leads would be appreciated.
