More details on the VI bug previously noted

Addition to previous VI bug problem --
	I've received (thank you) some replies saying that
the problem occurs when the file you are reading in to is empty. I've noticed
the bug when reading in to full files also. My main gripe is that every time
I read in a file, I have to check if the blank line has been inserted at the
beginning - if I  forget, it can cause JCL (URRRRRRRRRRRGGGHHHH! ARRRGH! YUCH!)
files to be created that won't work when sent to the Big Blue Brain..
