First-write-to-filesystem vnews bug

A curiosity, indeed. If one happens to be the first user logging in on
a particular filesystem after it was mounted, one generally notices a
slowness of response on the first write that requires modifying blocks.
If vnews happens to be the process that does this, it not only waits
forever, it also sucks up a lot of cpu time until an eventual core dump.
Just one of those ordinary-run-of-the-mill generic grade bugs. Also a
considerable annoyance after reading buckets of articles only to find
your ".newrc" file in a puddle of muck lying at the bottom of your
directory.
