mysterious uucp failures

you didn't say what error message, if any, preceded the `FAILED (call to
system)' message in the log file.  however, from your context i'm fairly
certain you need to find and delete the file /usr/spool/uucp/STST.system
before attempting a manual uucico.  make sure there's no uucico running
or about to run when you do this.
