news 2B11p14 expire bug on AT&T 3B1

I have just been installing News 2.11, patchlevel 14.
When I run 'expire', it trashes the history file, and
then complains that the history file is missing.
I have included the relevant parts of 'localize.sh'
to point out the options I'm using. In particular, I'm
using the 'LOCKF' stuff, and not using DBM (yet).
Has anyone else had this experience, or a similar one,
who could help me fix this problem?
