VOICE Power: Voice recognition?

Does the Voice Power board have "voice recognition"  ... I know it can
somehow distinguish between voice and dial tones, busy, etc.. in it's
call progress detection, but in the vrecord(1) and vplay(1) programs
and the /usr/include/sys/v2.h (V2T_REC, recognition).  What does
this actually do?
