Standard Group Protection in Unix

Question:
Is anything being done to suggest an alternative to the group protection
mechanism in Unix?  Something to make it more powerful along the lines of
TOPS-20 directory permissions.
It should:
1.  Permit users to define their own groups.
2.  Exclude users from groups that they create.
3.  Permit users to attach groups that they define to system objects that they
own (most likely files, but perhaps things like TTYs, database tables, etc.).
What do people think of the idea?
