Mouse position/Mouse buttons/INPUTCHANGE and the event queue

In my previous experience; when holding down a mouse button and moving
the mouse MOUSEX/MOUSEY events are generated even if the mouse goes
outside the window.  While the button is being held down no
INPUTCHANGE events occur.  Now, suddenly, while holding the RIGHTMOUSE
button and moving the cursor out of the window causes an INPUTCHANGE
event to occur.  Also the MOUSEX/MOUSEY events stop occuring.  When 
moving the cursor back into the window no INPUTCHANGE event occurs but
the MOUSEX/MOUSEY events start up again.  ARGH!  I swear this wasn't 
the case on our machines a week ago and nothing that I can think of
was changed that would cause this.  I tried this on a 240 a 220 and a
PI.  All machines are running 3.2.1.  Any ideas on what happened?
