problems installing nntp1.5.11

I have run into trouble installing nntp.1.5.11. If USG is defined then one
gets compilation errors in  .../server/timer.c. This appears to be a new 
routine at patchlevel 11. A quick look at the sources suggest that it will
always fail if USG is defined. 

Before I pester Stan Barber about it has anybody got a fix for this?
