TCL users - bug in "exec" command

For any one using tcl on SG's machine - vfork isn't supported
properly. This breaks the exec command. The fix is simple, in
Tcl_ExecCmd() (tclCmdAH.c) replace the call to vfork woth fork. I use

#else
